FINRA’s AWC alleges that two of her customers had taken out a $220,000 home equity loan to remodel their home. Knowing this, Ms. Beslagic recommended that the customers invest that money in mutual funds. As the mutual funds declined in value, the customers sold their investments at a loss and had to take out margin loans to meet short-term liquidity needs. FINRA has warned financial advisors going back to 2004 that using home equity to invest is not suitable for most investors.

From August 2011 to August 2023, Mary Beslagic was a representative of Edward Jones. She worked in a Manchester, Washington office. She was also the subject of a customer complaint.

SCOTTSDALE, ARIZONA Did you invest with Bryan Noonan in Scottsdale, Arizona? The securities and investment fraud law firm of Israels & Neuman is reviewing allegations with respect to Bryan Noonan, who was previously licensed with Raymond James and Edward Jones. He was barred from the securities brokerage industry when he refused to cooperate with a FINRA investigation.

Bryan Noonan was registered with Raymond James from July 2021 to March 2024 in a Scottsdale, Arizona office. He was permitted to resign in March 2024 after the brokerage firm began an internal investigation into allegations that he engaged in undisclosed outside business activities and “selling away”. Selling away is when an advisor sells investments that are not authorized by his or her brokerage firm.

FINRA began its investigation after his resignation by Raymond James. When he failed to respond to FINRA, this resulted in his expulsion. Mr. Noonan also worked with Edward Jones from February 2024 to June 2024, and also previously from 2013 to September 2020.

SOUTHLAKE, TEXAS Did you invest with advisor Reuben Brown of Edward Jones in Southlake, Texas? After he failed to respond to a FINRA inquiry, he was barred from the securities industry pursuant to FINRA Rule 8210. This rule generally provides that financial advisors must respond to FINRA investigations or face consequences.

FINRA began its investigation after Brown was allegedly involved in private securities transactions. Essentially, he was alleged to have sold investments that were not approved by his former brokerage firm, Edward Jones. He was also fired by the firm in August 2022.

Reuben Brown was licensed with Edward Jones between August 2019 and August 2022. He worked in Southlake, Texas, and was also the subject of a 2023 customer complaint alleging $180,000 in losses.

Albert DeGaetano was with Edward Jones from September 2015 to February 2019. He is now with Sowell Management. He has worked at branch offices in Brecksville, Ohio. DeGaetano has also been the subject of one customer complaint, and he was also fired by Edward Jones and another firm.

Brokerage firms like Edward Jones have a responsibility to adequately supervise all representatives who are registered through their firm. Brokerage firms also must take steps to ensure that their financial advisors follow all securities rules and regulations, as well as internal firm policies.
