Patrick Horsman and Integrated CBD Complaint – Can You Recover Losses?

Allegations by Arizona
The Arizona Corporation Commission filed a regulatory complaint against Horsman and Integrated CBD in May 2025. Arizona alleged that Horsman and Integrated began offering investments in January 2019. By July 2020, Horsman and Integrated sold $24 million in investments in Integrated CBD. Arizona has alleged that no investor has received a return on their investment.
Arizona also alleged that Horsman failed to disclose prior disciplinary actions against him, including a 2017 FINRA action alleging that Horsman failed to disclose material information in connection with an IPO, and a 2018 regulatory action by the Massachusetts Securities Division. Arizona further alleged that Integrated’s predecessor company was being investigated by the USDA for fraud in 2018, and that Horsman misrepresented the farm’s certified organic status.
Who is Patrick Horsman?
Patrick Horsman worked out of a Bay Harbor Islands, Florida office while affiliated with Blue Sand Securities from 2007 to October 2020. Horsman had been in the securities industry since 2003. Horsman also was named in a civil lawsuit filed in 2020 in Maricopa County, Arizona. Horsman was “permitted to resign” by Blue Sand Securities.
Who is Integrated CBD?
Integrated CBD, the entity allegedly founded by Horsman, is at the center of these investment transactions. If you invested in Integrated CBD—or were pitched similar products by Horsman—you may have suffered investment losses.
